Instruction for development of Strategic Plans for the period of 2011-2013
In accordance with the Article 23 of the Budget Act (Official Gazette, no. 87/08) the Ministry of Finance has again prepared the Instruction which ensures a uniform and equable approach to the development of Strategic Plans of all state bodies. Ministries and other state bodies at the first level of organizational classification should update their Strategic Plans prepared for the period of 2010-2012 according to this Instruction.
Strategic planning represents the part of planning through which the ministries and other state bodies define their priorities and goals, as well as ways that will enable them to achieve these goals in the future. Decisions on strategic goals and ways to achieve them should be made at the highest management levels.
Strategic plans for a three-year period contain vision, mission, strategic goals and objectives, ways of achieving these goals, measures for result assessment and the system of monitoring of achieving results. They do not represent a substitute for the existing strategic documents, but create links between the existing strategic documents and the budget.
This Instruction is aimed at all organizational units (directorates/sectors) which are responsible for formulating strategic issues within ministries and other state bodies.

Strategy of Government Programs for the period 2010-2012
The process of strategic planning was introduced in 2009 into our budget system. First strategic plans have been prepared for the period 2010-2012 and based on them Strategy of Government Programs for the same period was prepared and adopted by the Government of Republic of Croatia in September 2009.
Strategy of Government Programs for the period 2010-2012 included long-term and comprehensive plans of all departments: from the judiciary, health, social welfare, transport and transport infrastructure, science and education, foreign policy, defense and national security to culture, nature protection, environment and others.
Combining them in one place, the Strategy has contributed to better coordination in decision-making on key issues of each department and the fiscal impacts on the state budget.
